I noticed this a couple times as well but was not able to figure out exactly
why it was happening. It generally only happened when I had something wrong
with my httpd.conf or my jserv.conf files. Make sure that you do not have
multiple copies of the jserv.conf in your httpd.conf as a result of upgrades
of apache jserv.
