I might by silly and stupid, but please check that your directory is
/usr/local/Apache-Jserv-1.0b3/conf/
and not
/usr/local/Apache-JServ-1.0b3/conf/
(see the difference, the S in JServ)...
Also, another good thing to try is to make a "su wwwrun" and cat the
zone.properties file...
