I had troubles starting Jserv with Apache 1.3.6 on Linux 2.0.34 (RH 5.2).  I finally 
resolved the
problem by commenting out the ClearModuleList directive from the httpd.conf file and 
that seemed to
do the trick.  I haven't a clue why that should be. 

The experiment will take only a moment - try it and see what happens.
