I've had a similar problem and after taking a look at the Apache server
error.log file, it indicates that JServ cannot use port 8007 as it is
already in use:
ApacheJServ/1.0: Exception creating the server socket:
java.net.BindException: Address in use: bind
After waiting and retrying after a few minutes, it sometimes works but
I do have to keep trying on some occasions.
My setup is NT4SP5, Apache 1.3.9, JServ 1, JSDK 2.1, JDK1.2.2.
Anyone have any suggestions on what to do?
