I suggest you try the following change to the configure script:

apache_include="-I${withval}/src/include -I${withval}/src/os/unix 
-I${withval}/ssl/include"

I had the same problem when I sent to JServ 1.0.  However, I'm using 
Stronghold 2.4.1.  I understand there's problems compiling Stronghold 
2.4.2, even without JServ.  I suggest you get that worked out before adding 
JServ to the equation.
