Similar thing happened to me. Check where the include in http.conf is
pointing to. As I installed over a previous install of Apache/Jserv 1.0 it
was still pointing to the mod_jserv.conf file. In 1.1b mod_jserv.conf isn't
used it seems and the include should point to jserv.conf. The installer
didn't put the include in httpd.conf either time I installed Jserv1.1b.

I got the same message that you did as it was pointing to my old 1.0 conf
files. After getting Jserv working I uninstalled both Apache and JServ1.1b
and then reinstalled them both again. 1.1b seems to be noticeably faster
than 1.0 on win32 (NT and 98). Pretty slick really.
