Had the same problem.
Are You following the install instructions that came with jserv?
It appears(tom me anyway) that there is "make" missing.
I am not qualified to say why but when I ran make+make install
where the documentation said make OR make install it worked.

I used the static compiled in version and it works great.

I might be real stupid but it works so - what the ...
