Sorry. After diving into the code I can be sure that the error messages
:

i get this error in the jserv error log...Connection from
localhost/127.0.0.1 refused due to authentication failure

can not appear when security.authentication=false

So, using the latest advices to try authentication disabled on both
sides can not produce the same error messages.
like it or not.

So, give the error messages you got after you made the modif.
give jserv.conf and jserv.properties too.
Be sure to stop and start Apache & JServ completely.
