The only change made in tomcat.conf is to uncomment
LoadModule jserv_module modules/ApacheModuleJServ.dll
and to comment out the
LoadModule jserv_module libexec/mod_jserv.so
in http.conf, just add
Include "d:\apache group\apache\etc\tomcat.conf"

Dear Charles, since you managed to start Tomcat within Apache1.3.9, what are
your .conf entries to get it run?
