I found the solution after a couple of hours of screwing around and from
help from the archives.

The apache install how to file is plain wrong.

You do not add anything to your jserv.properties files.

Add:
        repositories=/usr/local/jserv/lib/gnujsp10.jar
        repositories=/usr/local/jserv/lib/servlet-2.0-plus.jar
to your <zone>.properties files.

Also the init args are WRONG.  %scratchdir% in the class path is ignored for
some darn reason.

servlet.gnujsp.initArgs=checkclass=true,pagebase=/blah/blah,scratchdir=/ZONE
/DIR/,debug
=true,compiler=builtin-javac -classpath
%classpath%:%scratchdir%:/usr/local/jserv/lib/servlet-2.0-plus.jar:/usr
/local/jserv/lib/gnujsp10.jar -d %scratchdir% -deprecation %source%

delete %scratchdir% in the classpath and replace that with your zone dir.

so:

servlet.gnujsp.initArgs=checkclass=true,pagebase=/blah/blah,scratchdir=/ZONE
/DIR/,debug
=true,compiler=builtin-javac -classpath
%classpath%:/ZONE/DIR/:/usr/local/jserv/lib/servlet-2.0-plus.jar:/usr
/local/jserv/lib/gnujsp10.jar -d %scratchdir% -deprecation %source%

Could someone update the INSTALL.apache file? Could I?
