If it the dos console is flashing at you it would suggest your Apache/Jserv
is crashing on startup. Install Apache as a service and run it from the
Win32 bash shell with net start apache and net stop apache.

It will give you feedback as to why Apache/JServ is crashing so you can
change your Apache/JServ configuration files as necessary and get it up and
running.

That is what the dos window running Apache/JServ does when it starts and is
configured correctly.
