If it is running as a Service (which is how Apache typically runs under NT) and as the Local System account it is not allowed to interact with the desktop unless you check the "Allow service to interact with desktop" checkbox on the Apache service properties page. This won't be a problem if you are starting your own JVM in a debugger. The point is that the same code works fine with servletrunner. It also works fine if I do the same thing (same environment) but Win98.
