Well,
First off all,
Andreas thanks for showing interest.
To be very honest
I had like no help from the FAQ and had like some critical applications
which needed to run.
My permissions were set up right
I even disabled all security settings cause I was so fed up I couldn't make
it work
I kept trying
I read through the mailing list archive and saw jon refering to:
http://www.working-dogs.com/daily
(To be very honest he referred to it in an awnser to an VERY different then
the one off myself)
I went there and found an archive, saw quit some files, downloaded the
latest which was placed there.
Installed that one on my machine again same with Apache 1.3.12
And used my "old" config files to start up the darn thing again.
And you know what, it worked
So for all you specialists who are kinda curious what was wrong:
I had no aclocal and acinclude
Nothing more, nothing less
No problem with file permissions or what so ever.
But like I said, it is working kinda now.
I am busy with setting up database access through JDBC and openlink
And it looks like I might finish it this week. :-)

It did solve it ;-)
And for all you people who are having major difficulties I would like to
refer again to:

and try to download a recent version of JSERV with the aclocal and
acinclude.
btw. isn't it a hint for Apache to include these files with the original
version of Apache JServ?
It would have saved me a lot of annoying hours
