I had similar problems when I installed my server. Try to play with the
port numbers: My port numbers for jserv and apache server are different, I
am not sure whether that's correct or not, but it works for me. Also, try
to reboot the machine. I had same problems over and over, then after I
rebooted, everything magically worked.
