You can write files to the disk with servlets.  You must make sure that you have
permissions to write files to the directory as the user that jserv runs from.  Normally
this is 'nobody'.  If you are running your code on a unix box, what you are trying to 
do is
write to a file

/degl_e.csv

Does 'nobody' have permissions to create files in / ?  I doubt it.
