The original problem was something to do with apxs?
I've seen something similar when doing the following:

1) Install/build Apache with DSO enabled.
2) Re-configure and re-build Apache with DSO enabled.
3) Try to install JServ.

The fix was to do an Apache 'make clean' in between (1) and (2).
This may not be what's happening here, but worth a try ...
