i see this limit line all the time in jserv and tomcat related httpd.conf
files. generally speaking, i don't think it does what people think it
does. this only limits access to the services following it _when accessed
by one of these methods_. its use is generally discouraged.

there are many other access methods that could be abused to access the
resources delineated within the location. your best bet, unless there's
something i'm missing, is to leave the <limit> line out, which limits
access by all methods.
