Business Systems Analyst



General Statement of Duties

The eCitation Business Systems Analyst duties include reviewing, assessing,
documenting and assisting in the development of business procedures to be
used by the Merit Rating Board in the implementation of the eCitation
Project. The Business Systems Analyst is responsible for providing
oversight, coordination and support for the eCitation project.



Detailed Statement of Duties and Responsibilities

·         Defines and documents customer business functions and processes.

·         Assist with and advise of the need for changes to current MRB
policies and procedures that may be impacted by the eCitation project and
provide technical assistance to MRB staff towards this effort.

·         Develop and monitor time and task plans; confirm that business
requirements are met.

·         Review project plans from the Executive Office of Public Safety
and Security (EOPSS), law enforcement and the courts to ensure initiative
is aligned to obtain maximum participation and positive impact.
Collaborate, as needed, with law enforcement vendors who provide electronic
submission pathways to EOPSS.

·         Facilitate regular meetings of internal stakeholders and external
partners and prioritize work responsibilities.

·         Act as a liaison between departmental management, end-users,
developer, consultants and other governmental organizations in the
analysis, design, configuration, testing and maintenance of business
process systems.

·         Analyze the feasibility of, and develop requirements for, new
systems and enhancements to existing systems; ensure that the system design
fits the needs of the users.

·         Track and fully document changes for functional and business
specifications; writes detailed procedures for permanent records and for
use in training.

·         Identifies opportunities for improving business processes through
information systems and/or operational changes; assists in the preparation
of proposals to develop new systems and/or operational changes.

·         Conducts change impact analysis to assess the potential
implications of changes and documents business procedures.

·         Evaluate and develop test cases and test datasets to validate
system functionality.

·         Provides technical assistance in training, mentoring, and
coaching professional and technical staff.

·         Develops training curriculum and conducts formal training
sessions covering assigned systems module.

·         Conducts analysis of new and existing programs and special
projects to determine feasibility, resolve problems including
organizational, procedural and technical; develops policy and procedures to
improve efficiency, cost-effectiveness, and/or improve internal and
external customer service; develops information system documentation to
support efficient  operations; prepares reports and written findings and
recommendations; and monitors changes.

Requirements

Excellent written and verbal communication, including technical writing
skills

Business case development

Proven business analysis skills

Proficiency with Microsoft Office Word, Excel and Project

Excellent attention to detail

Excellent organizational skills

Experience with user acceptance testing of software
