Axis2 Codegen and Archiver will not display in Eclipse 3.5.1

When you extract the codegen and archiver pluggin into eclipse pluggin
directory, fire your IDE and the tools does not show up.
I have tried to extract the pluggins onto Version: 2.3.0.RELEASE Build Id:
200912171331 pluggin directory and this doesn't seem to work niether.
