JAX-WS 2.2 allows user to package application without packaging a FaultBean, 
this scenario is only valid from Start from Java case where wsdl is not 
packaged by the customer. When wsdl is not packaged Axis2 generates one and a 
user can store these generated artifacts in a cache directory. I am updating 
the JAX-WS implementation so that we can pick up generated classes from cache 
if such a cache exits.
