What about fragment/extension bundles?
That's the way how these situations are handled usually inside the OSGi world
as far as I know.
As I think e.g. "axis2-transport-http" is rarely used without any other axis2
core component it doesn't really make sense to handle it like any other
standalone bundle, or am I wrong here?
