Eclipse IDE plugins for Service Archive wizard and Code Generator wizard not
visible post installation

I have downloaded the Eclipse plugins for Service Archive Wizard and Code
Generator.
I have followed the installation instructions reproduced below -
Download plugin zips --> Unzip inside eclipse --> Check inside plugins
directory -
-> Found org.apache.axis2.eclipse.service.plugin_1.5.3.jar and
I open up eclipse and cannot find the Axis Wizards. I do a Ctrl + N and search
- no luck then too.
I then place jars in dropins instead of plugins based on googled suggestions,
still does not work.
I then download older eclipse versions but the result is the same.
The eclipse and axis downloads are fresh downloads and workspace new.
Please help.
