Afkham Azeez resolved AXIS2-3852.
---------------------------------

    Resolution: Not A Problem
      Assignee: Afkham Azeez

If a handler exists before the dispatch phase, and the relevant module has been
engaged to a service, that handler needs to be invoked for all services, since
the service has still not been found. If the handlers exist after the dispatch
phase, they will be invoked only for the engaged services.

> A module in the module folder works on al services

>
> When I create a new module, the invoke() method is called with every call to
> all the services.
> I expect this behavier only when axis2.xml contains the element <module
> ref="myModule"/>
> I tested this in axis2 version 1.3 and 1.4
