commons-lang jar is not available with Axis2 which breaks Sample-08

Due to the unavailability of the above jar, the Sample-08 is not working. Also
it will affect the SAML 2.0 functionality as well. Earlier this jar was shipped
with Axis2, but apparently it is no longer shipped. So the solution is to
include it to the Rampart distribution.
