However, I still see an issue because the transformation described in RFC 2616 only works in one direction: while it is legal to combine multiple headers with the same name into a single header, that doesn't mean that any header whose value contains a comma can be decomposed into multiple values. This would only work for headers defined as #(values), i.e. this operation requires knowledge about the semantics of the headers.
