Hi Martin,

My header now looks like...
<soapenv:Envelope xmlns:soapenv="http://www.w3.org/2003/05/soap-envelope";>
<soapenv:Header xmlns:wsa="http://www.w3.org/2005/08/addressing";>
<wsa:To>...</wsa:To>
<wsa:MessageID>...</wsa:MessageID>
<wsa:Action>...</wsa:Action>
<wsse:Security
xmlns:wsse="http://docs.oasis-open.org/wss/2004/01/oasis-200401-wss-wssecurity-secext-1.0.xsd";
soapenv:mustUnderstand="true">
...

Do you think my configuration is wrong? I am using the default conf
file which I copied from the samples.

For you reference I modified WSS4J for the issue:
https://issues.apache.org/jira/browse/WSS-231

Thanks
