If you build Axis2 from sources, look at the modules/soapmonitor/servlet folder. You can also get the compiled JAR from Maven:
http://repo1.maven.org/maven2/org/apache/axis2/axis2-soapmonitor-servlet/1.5.4/axis2-soapmonitor-servlet-1.5.4.jar Finally, the JAR is also included in the WAR distribution.
