JAX-WS deployer tries to deploy services from repository/servicejars/lib

After introducing hierarchical services for Axis2, deployers can deploy
services from sub folders of the deployment folder as well.
Ex : From repository/services/foo/echo.aar
But the "lib" directory of the deployment folder should not be searched for
services because it contains external libraries. This works fine for AAR
services. But for other service types, lib folder is also searched. Ex: JAX-WS.
