Attachment: AXIS2-5107.patch
Attaching a patch that is consistent with the existing cacheAttachments
feature. This patch introduces a global axis2 parameter "streamAttachments"
that enables MTOM streaming. This can easily be extended to a service level or
service group level parameter.
