I tried with the wsdl file which has referenced namespaces in 5108.zip
attachments as well. And it also works fine.
Hence I believe this is not a bug in the Axis2 codegen tool. This might be due
to a path issue for a referenced document in your wsdl file as error message
suggests.
Please recheck the location attributes of your wsdl files and other documents.
