Looks like you confused with Axis2 concept of "Axis2 Modules "[1] with "Maven modules" concept, in json_support.html document word "module" is refer to the particular Maven module that implemented JSON processing (also unit tests) of Axis2 which can be located in the modules/json directory of the Axis2 source distribution.
