There are three aspects:
1. Requesting SAML token with subject confirmation type SV through STSClient.
2. Issuing SAML tokens from SAMLTokenIssuer and SAML2TokenIssuer with SV
subject confirmation.
3. Validating SAML token when received at RampartEngine
