Rampart seems to be supporting algo - http://www.w3.org/2001/10/xml-c14n# for
inclusive cannonicalization which is not supported by xml-sec 1.43. The
supported one should be http://www.w3.org/TR/2001/REC-xml-c14n-20010315.
