When a ?wsdl query is received, Axis2 intercepts the query directly, matches
the previous word in the URL to a deployed service, and responds.
This approach fails in the presence of custom dispatchers and also prevents
operation URLs from responding to ?wsdl queries.
Running the dispatchers to resolve the service before responding to the ?wsdl
query would provide a more robust response capability.
