just remove the repository.
But I wonder how the repository dependency got published at all, because in
http://svn.apache.org/repos/asf/axis/axis2/java/rampart/branches/1_6/pom.xml i
see this:

FYI - I'm not trying to build rampart, but rather i'm building part of apache
tuscany (tuscany/sca-java-2.x/trunk/modules/binding-ws-runtime-axis2) and the
invalid repository configuration breaks the tuscany build because of the mvn
behavior which pulls in a copy of the redirect page into the pom for dependent
projects. So for example in my case all these poms get broken in my repo:
