I agree completely with you that this interpretation is questionable. However, 
it appears to be the interpretation choosen by WS-I in BP1.2, since the test 
tools of WS-I BP1.1 give the described error message.

Can we agree on the fact that the WS-I BP1.2 tests are normative and not code 
used by Eclipse?
