Sounds like this si becoming a usage error and not a bug, you should write to
the user mailing list and close this. From my understanding axis2.xml is always
used behind the scenes already and you don't need to specify it manually, on
Windows you can check that without your code and Process Monitor to see if that
file is used already. Why it doesn't do any difference is beyond my knowledge,
I don't use Axis2 1.7 currently myself.
