I am running all of my axis2 projects on TLS 1.3 now without any issues.
I am running on Wildfly though, not Tomcat. You don't mention which version of
Tomcat you had problems with.
I am going to close this issue, but it could be reopened if more details appear
indicating a root cause is from axis2.
Also, axis2 optionally supports httpclient4 by changing the axis2.xml, so I
suggest trying that if you still have issues.
