There would need to be community support to make it happen.
I myself do not run Axis 1.x in any current project at my day job.
We are all volunteers. We do make commits in regards to security but not much
is happening for Axis 1.x beyond that recently.
For it to be worth it, the challenges include JDK 11 compilation at least at
the minimum 1.6 level. That JDK is not EOL yet and has LTS.
At a glance, some corba and RMI packages need to be removed. Some API changes
too.
