The upgrade from httpclient4 to httpclient5 is taking longer than I
expected - I made a first pass in coding but I am still debugging it.

After I get to a good stopping point, I'll be doing an Axiom release and
then an Axis2 release. And a few Rampart releases, pre and post jakarta.

I do want to state once again that the delay is because we lack active
committers. Anyone who wishes to help can start by fixing the OSGI part of
Axis2 that is commented out and sending a pull request via GitHub.

Without that OSGI help, it will take longer.

How long it will take with any precision is hard to say as we are all
volunteers.
