For the client, you can set the encoding via the Options class param 
CHARACTER_SET_ENCODING. 

For the server, the encoding seems to be set on the MessageContext - so, that 
usually comes from the application server configuration. 

Note that Java supports the param: 

-Dfile.encoding=UTF8 

I am going to mark this as "Not a Problem" though if you think there is a 
specific place in the Axis2 or Rampart code can be improved let us know and we 
can reopen the issue.
