The learning curve of mvn site-deploy is very high in my opinion and at the
time of 1.8.2 it was unmaintained and very broken.
Furthermore, the docs at the time of 1.8.2 were inadequate.
Over the several years since, I have drastically improved the release docs of
Axiom, Rampart - and the Axis2 release docs are soon to roughly follow the same
pattern of those other projects as the Axis2 2.0.0. release date becomes very
near.
The 1.8.2 site generation was a big hack as I wasn't fully aware of the
problems until it was too late to revert everything and start over.
As mentioned, mvn site-deploy works now. I spent a lot of time figuring it out.
I am going to close the issue, since it is confirmed to be fixed in the master
branch.
