Thanks for reporting this. 

It turns out the samples use features not covered by just the unit tests. 

I spent a few days debugging this and I updated the docs a bit here: 

https://github.com/apache/axis-axis2-java-rampart/blob/master/modules/rampart-samples/README.txt

Anyways, I tested all 9 samples and they work for me as shown in those docs. 

To run these yourself, you will have to run 'mvn -Dmaven.test.skip.exec clean 
install  ' after cloning the rampart master branch from this URL: 

https://github.com/apache/axis-axis2-java-rampart

After building, the binary distribution file to unzip as the equivalent of the 
download, will be on the filesystem at location modules/distribution/target .
