I would not veto the refer, but I also would not vote for it and would not add it myself. As a developer, when I want to see unreleased javadocs, I build them. Posting unreleased documentation has risks. Folks might find them, develop software against them without understanding that they're unreleased, and that software might then break. We currently only require that folks understand that code that they get from subversion and build themselves is not a release. How much benefit do we get from also requiring them to understand that not all documentation that they find on the Apache site is official? For me, the costs outweigh the benefits, but reasonable people might differ with me here, so I will not veto.
