Attachment: LUCENE-1708.patch
Patch includes changes to SegmentMerger, IndexReader, SegmentReader, CHANGES,
and TestSegmentReader (on tags as well).
I think this is ready to commit (all tests pass). Before commit, we should
complete the "Shai Erera via" in CHANGES.
