I have not used any in the past, however I did come across this tonight 
(http://www.eclipse.org/pde/pde-api-tools/) which seems to identify API 
differences between "software component" releases.  Not sure if this is a 
general Java thing or specific to Eclipse Plugins/OSGI bundles.
