It is highly likely because your NetBeans bundle you've installed
does not have Java EE support.  The easiest way to solve is to
uninstall the current version and then install the NetBeans bundle
that contains Java EE.  (Or you can install Java EE plug-ins from
the update center from your current NetBeans.)
