As what meant (was meaning) your "network" doesN'T Alow local mail sending. You have to find out the Secure Polititians with the net administrator / infra-structure staff. Try to deploy the App (.WAR) in a Test Server (or even Production/Official Server). So, test mailling sending within these Enviroments. Hope helping
