In my experience netscape has a different point of view on security policy. I had a
similar
problem trying to open a socket on the same host from which the applet originated, but
it kept
throwing me a security exception (while the appletviewer, hotjava or msie allowed me
to open the
socket).
I suggest you tried the plug-in, it worked fine for me.
