We don't have to have all of the boxes green to do pre-releases, but we do have to have them all green (for all green/native jit/nojit combinations) before we can declare a real release. One of the main things keeping us from reaching the full green status are some bugs involving interactions with native threads. We're in the process of chasing these down, but it's (as you can imagine) slow going due to the non-deterministic nature of the native threading system.
